The following is a list of moral victories from the 108th Congress:

Life Issues 

  • Passed Partial Birth Abortion Ban Act
  • Passed Unborn Victims of Violence Act
  • Banned patenting of humans at all stages of development
  • Defeated Murray amendment to require health plans to provide prescription contraceptive coverage and morning-after pill promotion
  • Defeated Murray amendment to permit abortions at military facilities
  • Stripped legislative provisions overturning Mexico City Policy and Kemp-Kasten
  • Passed Adoption Promotion Act
  • Held hearings on Embryonic vs. Adult Stem Cell Research and gained national attention to the issue .

Marriage

  • Put Members of the U.S. Senate and House on record on the Federal Marriage Amendment
  • Held hearings on the Child Custody Protection Act 

Judges

  • Approved 18 Circuit Court nominees and 82 District judges
  • Forced unprecedented 20 cloture votes on Democrat filibusters of 10 circuit court judges
  • Devoted over 150 hours to judicial nominations battle – more than any previous Congress
  • Proposed rules change to permit simple majority vote to stop filibuster of nominees
  • Held 39-hour "Justice for Judges" marathon debate to highlight Democrat obstruction 

Education

  • Approved DC Scholarships for children in troubled District of Columbia schools
  • Provided schools greater authority to take disciplinary action against a child when that child's disability did not cause the bad behavior

Budget and Taxes

  • Passed Working Families Tax Relief Act, extending tax relief for another 5 years
  • Increased the child tax credit to $1,000
  • Passed the CARE Act, to encourage private donations to non-profits and faith-based charities
  • Defeated amendments to increase spending by $1.7 trillion over 10 years
  • Stripped hate crimes legislation aimed at clergy from Defense Authorization Bill

Foreign Policy

  • Historic overhaul of intelligence programs
  • Passed Global HIV/AIDS bill with emphasis on abstinence and faithfulness (ABC)
  • Passed amendment to ensure foreign aid does not support groups favoring legalizing prostitution
  • Passed Syria Accountability and Lebanese Sovereignty Restoration Act
  • Passed North Korea Human Rights Act 
  • Passed resolution declaring genocide in Sudan
  • Passed an amendment to the Defense Appropriations bill assigning $95 million in emergency relief for the Darfur region of Sudan.

Crime

  • Passed Crime Victims' Rights Act
  • Created Amber Alert to help immediately find kidnapped children
  • Passed PROTECT Act to strengthen laws against child pornography
  • Introduced the Second Chance Act of 2004: Community Safety Through Recidivism Prevention as a measure for prison reform 

Other

  • Passed SPAM Act to help to curtail unsolicited Internet pornography
  • Clean 99-1 vote in Senate on original Broadcast Decency Enforcement Act language
